Getting Started with Assessment Validation: How to Validate Assessments

RTOs face many tasks after registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation is typically the most daunting.

Even though we’ve written about validation several times, let's revisit its definition. ASQA calls validation a quality review of the assessment process.

Validation is essentially about verifying the accuracy of parts of an RTO's assessment process and spotting areas needing improvement. Understanding its key components can make it less daunting.

The 2015 SRTOs Clause 1.8 requires RTOs to make sure their assessment systems, including RPL, are compliant with training package requirements and conducted per the Principles of Assessment and Rules of Evidence.

The standards specify that two types of validation need to be performed.

The first assessment validation type verifies that your RTO's assessments adhere to the training package requirements within your scope.

The second kind of validation ensures assessments are carried out in accordance with the principles of assessment and rules of evidence.

This indicates validation occurs before and after the assessment process. We will focus on the first type: assessment tool validation.

Exploring the Two Types of Assessment Validation

Assessment Validation: An Explanation

As previously discussed in our blogs, validation involves two processes: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation, also referred to as assessment tool validation, is related to the first part of the clause, ensuring all unit requirements are addressed and workbooks are entirely compliant.

Conversely, post-assessment validation pertains to the implementation, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

Here, we will concentrate on assessment tool validation.

Guidelines for Conducting Assessment Tool Validation

Understanding the two types of validation allows us to delve into the specifics of assessment tool validation.

Timing of Assessment Tool Validation

Assessment tool validation seeks to ensure all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

Thus, whenever new learning resources are purchased, assessment tool validation should be conducted before students use them.

There's no necessity to wait for the next 5-year cycle validation schedule. Validate new resources immediately to ensure they are appropriate for student use.

Nevertheless, this isn't the only occasion for this type of validation. Conduct assessment tool validation when you:

- resources are updated
- adding new training products on scope
- course gets reviewed against training product updates
- your risk assessment includes identifying your learning resources as a risk

The Australian Skills Quality Authority's risk-based approach to regulation means RTOs must conduct regular risk assessments. Complaints from students about learning resources signal the need for assessment tool validation.

Which Training Products Should You Validate?

Recall, this type of validation aims to ensure all learning resources are compliant before use. All RTOs must validate each unit's resources.

Key Resources for Assessment Tool Validation

Educational Materials

To validate assessment tools, you need the complete suite of your learning resources:

Mapping tool – the first document you should look at. It highlights which assessment items meet unit requirements, accelerating validation.

Learner/student workbook – check its suitability as an assessment tool during validation. Ensure instructions are clear and answer fields are sufficient. This is a common issue.

Assessor guide/marking guide – check that instructions for assessors are adequate and that there are clear benchmarks for each assessment item. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – such as checklists, registers, and templates created independently from the workbook and marking guide. Validate them to ensure they are suitable for the assessment task and address unit requirements.

Validation Panel

Clause 1.11 details the requirements for validation panel members, noting that validation can be conducted by one or more people. Generally, RTOs require participation from all trainers and assessors and may include industry experts.

In total, your validation panel must have:

Up-to-date vocational competencies and industry skills pertinent to the unit being validated

Current expertise and skills in vocational teaching and learning

Either of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or its equivalent

Assessment validation checklist/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Having a validation tool supports the validation process and documentation. It simplifies understanding how each assessment item maps to each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Additionally, it can provide proof that you have validated your resources before students use them.

Although ASQA does not recommend or require a particular template for assessment tool validation, many templates are accessible online. These tools typically have validators examine the tools in their entirety to determine if they meet the principles of assessment.

Though these templates make validation easier, they often result in judgment errors due to limited space for comments on each assessment item.

We strongly recommend using a more detailed template to inspect each unit requirement and the assessment items that map to them. Here is an example:

Assessment Core Principles
Fairness – Is the assessment process equitable and accessible to everyone?

Flexibility – Does the assessment provide multiple options to show competence according to various needs and preferences?

Validity – Is the assessment testing what it is meant to test? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment achieve the same results every time, regardless of who conducts the training? Will different assessors consistently make decisions on skill competence?

Evidence Basic Rules

Validity – Is the evidence confirming that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to confirm the learner has the required skills and knowledge?

Authenticity – Is the assessment tool proving that the work is the candidate’s own?

Currency – Do the assessment tools mirror current units of competency and modern industry practices?

Even though these are regularly addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.

To avoid employing learning resources that leave unit requirements unmet, be sure to follow these guidelines:

Lead by Example

Take note of the verbs used in the unit requirements and make sure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Perform each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication in accordance with service and regulatory requirements:

nappy changing

prepare bottles, bottle feed infants, and clean equipment

prepare solids and feed infants

respond to baby signs and cues suitably

prepare and settle infants for rest

monitor and promote age-appropriate physical exploration and gross motor skills

Getting students to describe changing nappies for babies under 12 months doesn’t meet the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Heed the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

All or Nothing

Pay attention to lists. As noted earlier, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on student competence. Consequently, ensure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What details can be included in a work package?

Possible answers include:

Required resources

Associated costs

Time assigned for activities

Designated roles and responsibilities

If an assessment item requires multiple answers, specify the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.

The same applies to assessment items with double-barrelled questions or those requiring multiple answers simultaneously. These can confuse students and assessors, as demonstrated in the sample question below:

Name a hazard and/or environmental issue in the workplace and choose the most effective hazard control hierarchy.

Answers can include, but are not limited to:

Weather conditions – work area isolation, engineering, PPE

Work area and ground conditions – elimination, isolation, use of engineering controls

People – isolating, use of engineering controls, administrative controls

Structural hazards – substituting, isolation, engineering

Chemical hazards – isolation, engineering controls, administration

Equipment or machinery – isolating, use of engineering controls, administration

Steering clear of double-barrelled questions makes it easier for students to answer and for assessors to accurately judge student competence.

Given these requirements, you might wonder, “Don’t learning resource developers offer audit guarantees?” But these guarantees require waiting for an audit before rectifying noncompliance. This impacts your compliance history, so it’s better to take a safe and compliant route.
